The city offers two kinds of allowances for parents who have difficulty supporting their children. These allowances are only for people who are not receiving pensions (other than senior welfare pensions) and whose income is below a certain level.
For children (1) whose parents have divorced or had their marriage dissolved, (2) whose father has died, (3) whose father is disabled, (4) whose father's condition is unknown, (5) whose father has been imprisoned for over one year, (6) who have been abandoned by their fathers for more than one year, (7) whose mother was not married at the time of the child's birth, or (8) who were abandoned or for some other reason the situation at the child's conception is unclear. This allowance is paid until the first March 31 after the child turns 18.
For children who are under 20 years old and who have a physical disability that is ranked Level 1 to Level 3 or a mental disability that is ranked A, B, or circled A. If the child does not have a disability handbook, the allowance may still be paid if the child's disability can be proven to be at an equivalent level.
It is necessary to hand in forms every year to confirm the conditions of the allowance. See the chart below for the places and times to hand in the forms this year.
The first allowance is handled by the Childrens Services Division, and the second by the Disability Services Division. People who cannot make it to the official registration session must hand in the forms directly to the appropriate division by August 31 in the case of the first allowance, and by August 25 in the case of the second. If the forms are not handed in, the allowance will not be paid after August.
