New Tsukuba City Hall is now open as of Thursday, May 6th, 2010

Bit of Tsukuba history...

The City of Tsukuba was formed in November of 1987 (Showa Year 62) through the merging of 7 different municipalities and towns (Tsukuba, Oho, Kasuga, Sakura, Yatabe, Kukizaki). This merger meant that Tsukuba City Hall and all of its governing institutions were divided among the former seats of government. This state continued and clearly affected government services for all users. It also adversely affected the overall organizational structure as it related to City residents and employees. To solve these problems, Tsukuba City designated the new municipal complex as a vital facilities project. Work on the master plan and geological survey of the construction site began in 2006 and groundbreaking to took place between 2008-2010.

Key aspects of the Master Plan

(1) The City Hall complex is located next to Kenkyuu Gakuen Station (Tsukuba Express line). A pedestrian walkway is in place from the station to allow City employees and visitors alike a convenient, safe path to and from the new City Hall complex.

(2) The complex is designed to have a Citizen's Exchange Corner and an Information Exchange Area. The City Assembly chamber is designed with a more accessible Citizens' Gallery so that people can observe the proceedings. Visitors are now also be able to enjoy a meal and even shop at in-house dining facilities and shops.

(3) One major function of any City Hall facility is to serve as a base of operations in the event of a disaster. Accordingly, it will house an emergency water supply, wireless broadcast facilities, and other key items which will be needed during an emergency. If the need arises, space which can be converted into additional storage facilities is also incorporated into the overall design.

(4) In terms of functionality, the new complex will incorporate universal design features. When possible, steps and ridges in the floor design have been minimized and designers have focused on providing, as much as possible, an overall building environment which is comfortable for all users. Moreover, visitors to the new City Hall complex will be welcomed by easily readable signs, illustrations, and symbols, to show them where they need to go. An in-house broadcast system with multilingual capabilities, will also be installed.

(5) This new complex is designed to be eco-friendly. Maximizing sunlight, natural ventilation, and the use of a new ozone-friendly refrigerant gas, will save taxpayers in both lighting and cooling costs, as well minimize damage to the environment.
