Those persons who are providing home nursing care for bed-ridden elderly family members or those suffering from dementia are eligible to receive a Compassionate Allowance from the City. Those who are receiving Home Nursing Care and who meet certain requirements can qualify for a 30,000 yen allowance after an application is processed. Terms and conditions apply. From October 2006, senior citizens aged 70+ who earn an income comparable to people who are actively employed had their payment burden increased to 30%, along with other changes to the individual payment ceilings.
Payment burden ratio adjustments are based on information relating to each household and the previous year's income of household members. This is done annually. Those who qualify under the income requirements and other terms may receive either the 10% or 20% payment burden ratio.
