Tax counselling is available from February 15 to March 15 every year. Please see the list of places and times for tax counselling (in Japanese) in the Tsukuba Newsletter (kouhou tsukuba). If you cannot speak Japanese, please bring someone who can translate for you.
Besides local office jurisdictions as mentioned above, much larger regional tax districts are designated and presided over by regional taxation bureaus. The Tax Counsel Office of the Tokyo Regional Taxation Bureau will be sponsoring an English Tax Counseling Service. Although Ibaraki is under the administration of a different tax bureau (Kantou Shinetsu Regional Taxation Bureau), this office may be able to help you with tax questions which are not area specific. The authorities in charge of (1) Municipal (City) Tax and (2) Property Tax-related matters for city residents are located at City Hall—Yatabe Branch Office. (1) is administered by the Shiminzei-ka and (2) is administered by the Shisanzei-ka. These offices, along with all temporary Filing Centers are charged with processing Income Tax Refund Applications (Returns) on behalf of the National Tax Agency and are able to answer questions of a general nature regarding your Income Tax Refund Applications. All Filing Centers will be open from 9am to 12pm and 1pm to 4pm everyday during the filing period. The Yatabe Filing Center will also be open on Sun., February 26, 2006 from 9am to 11am and from 1:30pm to 3pm. Expect all tax offices and filing centers to be very busy during the filing period.
The National Tax Agency is the national authority in charge of ALL tax-related matters in Japan. For comprehensive, expert advice on Tax Law and Income Tax Refund Applications, this is the place to go. This office also accepts Income Tax Refund Applications from all residents within its administrative jurisdiction, including Tsukuba. The National Tax Agency — Tsuchiura Local Office will have special weekend hours on February 19 and 26, 2006 in addition to regular work days (M-F) to answer your inquiries.
The Association of Tax Accountants of Ibaraki will operate a special Help Service to answer your tax inquiries at Tsukuba City Hall—Sakura Branch Office from February 2 to 22, 2006 from 9:15 to 11am and 1pm to 3pm.
